Berlin City Council Advances Rent Cap Extensions and BVG Upgrades This Week

Berlin's city council approved an extension of the rent cap to additional blocks in Neukölln and Prenzlauer Berg during its July 10 session, targeting properties built before 2014.

The move comes as the SPD-led coalition faces pressure from rising vacancy rates below 1.5 percent citywide and repeated tenant complaints filed with the Senate Department for Urban Development and Housing. Housing shortages have intensified since the 2024 federal court ruling limited some local controls, pushing the senate to test narrower district-level rules that avoid direct conflict with national law.

Housing and Integration Focus

Council documents show the new cap will apply to roughly 4,200 units along Sonnenallee and around Kollwitzplatz, capping increases at 3 percent annually for existing leases. The Turkish-German community organisation in Kreuzberg, known as TGD Berlin, submitted formal input last month highlighting eviction risks for families in those streets. Senators also allocated €2.8 million for integration counselling tied to the same neighbourhoods, with the first contracts expected to begin in September.

Separate votes authorised BVG to accelerate tram line extensions on the M10 route serving Alexanderplatz, with construction tenders opening in October. Average monthly rents in the affected areas reached €11.80 per square metre last quarter, according to the city's statistical office data released on July 9.

Energy Transition Steps
