Berlin Education Officials Announce Major Strategy Shifts to Address School Shortages

Education Senator Katharina Günther-Wünsch has announced the suspension of designated support hours known as Profilbedarf II for the upcoming school year to move teachers into hotspot schools.

The changes arrive as Berlin prepares for the 2026/2027 school year while facing documented teacher shortages. Officials have linked the moves to broader efforts to meet national minimum standards in core subjects. The State Parents' Council and school leadership have voiced opposition to the redeployment plan.

Quality strategy targets German and maths results

Berlin has launched a data-based quality strategy that expands systematic support and introduces standardized progress evaluation in German and mathematics. The goal is to raise the share of pupils reaching national minimum standards. Günther-Wünsch presented the plan as a direct response to performance gaps identified in recent evaluations.

Secondary school transition rules for 2026 will also change. Grammar school admission will rest solely on grades in German, mathematics and the first foreign language, with a total score of 14 or below required to apply. The new compulsory eleventh year of education, due to start in the 2025/2026 school year, aims to improve preparation for vocational qualifications after grade ten.

Workload relief measures set for 2026/2027

Teachers will receive workload reductions from the 2026/2027 school year onward. Primary schools will gain a free day for learning progress meetings, and teachers aged over 63 will receive one extra reduced-load hour. The measures require approximately €32 million in funding, according to planning documents from the education administration.
