Berlin Unifies Math and German Programs With Data-Tracking Framework

Berlin is introducing a new quality strategy for education that will track and boost schoolchildren’s results in German and mathematics through regular standardised checks and closer links between day-care centres, schools and families.

The move comes as the city seeks to raise the share of pupils meeting national minimum standards in these subjects, following years of fragmented support measures that have not delivered consistent gains.

Cooperation across Berlin services

The plan calls for tighter working between day-care centres, schools, families, youth welfare services and other local partners so that support starts earlier and follows children more smoothly through their early years. Regular testing of learning progress will help staff spot where extra help is needed and adjust programmes quickly, according to the Senate Department for Education, Youth and Family Affairs.

Shift to shared, evidence-led foundation

Education Senator Katharina Günther-Wünsch described the approach as a change in direction, moving away from isolated actions toward one common, reliable and data-based system for both day-care centres and schools. The goal is to keep raising the proportion of Berlin pupils who reach the national minimum standards in language and mathematics by making changes whenever targets are missed.

Under the strategy, standardised procedures will record progress at set intervals, allowing targeted programmes to be designed around actual needs rather than broad assumptions.

Implementation will begin with expanded use of existing support concepts that have already shown results, followed by systematic evaluation to check whether standards are improving. Families and partner organisations will be drawn into the process so that support extends beyond the classroom and into daily routines.
