Core Skills Strategy Takes Priority
The quality strategy focuses on systematic expansion of support measures in primary and secondary schools. School Construction and Place Allocation

Compulsory schooling continues to apply even during BVG warning strikes, with schools able to offer home assignments for students facing justified transport difficulties. This rule shapes how new places are used in practice.
Teacher Reductions and Workload Planning
From the 2026/2027 school year teachers are scheduled to receive workload reductions through new posts, smaller classes in challenging areas and teaching breaks. Education authorities face choices on how to phase these measures while maintaining coverage in the three DOSB-recognised Eliteschulen des Sports and at the Berlin Brandenburg International School, which runs athletics programmes across three seasons.
Local initiatives such as BERLIN HAT TALENT, the Schülertriathlon in Neukölln and the Mini-Marathon for grades 3-6 already operate within the public system. Planners will need to determine whether these programmes receive additional backing under the quality strategy or remain separate streams. The share of students leaving school without a qualification reached 8.7 percent, or roughly 2,800 pupils, in the most recent year on record, underscoring the practical stakes of the upcoming allocation decisions.
