Berlin's Senate has approved an expansion of the dual vocational education system that directs new funding toward infrastructure upgrades and dedicated job placement offices at public training centres. The changes affect students enrolled in apprenticeships, current workers seeking retraining, and local employers in sectors such as logistics, healthcare and information technology. Implementation begins with the 2027 school year and covers facilities operated by the Berlin Senate Department for Education, Youth and Family.

The update follows documented shortages in skilled trades reported by the Berlin Chamber of Commerce and Industry in its 2025 annual survey. City officials have linked the measure to broader efforts to align training programmes with labour demand in the capital's growing industrial and service economy. The policy document specifies that new resources will target existing sites rather than construct entirely new campuses.

Effects on residents and daily services

Residents in Mitte and Neukölln will see expanded workshop space at the local vocational colleges, allowing more simultaneous classes in electrical installation and elderly care. Job placement units at these centres will offer weekly appointments for resume review and employer matching, reducing the need for separate trips to the Federal Employment Agency offices. Families with children in secondary school can expect earlier information sessions about apprenticeship pathways that now include guaranteed interview slots with participating Berlin companies.

The 2026 budget allocation for the programme totals 142 million euros, according to the Senate's supplementary finance paper released on 8 July. Of that amount, 68 million euros are earmarked for physical upgrades such as updated machinery and additional classroom space, while 41 million euros will fund 85 new placement counsellors across eight districts. The remaining funds cover curriculum materials and employer outreach.

Timeline and rollout

Procurement for equipment upgrades is scheduled to begin in September 2026, with the first cohort of additional apprentices expected to start training in August 2027. The Senate Department for Education will publish quarterly progress reports on its website, and local district councils will receive briefings at their regular public meetings. Employers interested in hosting apprentices can register through a central portal that opens on 1 October 2026.
