Funding allocations for 2026 and 2027
SenMVKU will stabilise, renovate and expand infrastructure with approximately €2.83 billion in 2026 funding. The allocation is projected to rise to €2.92 billion in 2027. These amounts form part of wider federal support under the Infrastructure and Climate Neutrality Fund, which earmarks €33.7 billion nationally for transport modernisation in 2026.
Berlin was originally intended to receive €19 billion from the fund in 2025 but obtained roughly three-quarters of that amount. The federal cabinet approved the Infrastructure Future Act in December 2025 to speed planning and approval for transport and energy projects. The legislation is expected to take effect mid-2026 once parliament completes its review.
Public transport planning and local services
The draft Public Transport Plan 2026-2028 sets out changes to U-Bahn frequencies and new tram lines. Environmental group BUND Berlin has stated that the draft reverses earlier expansion agreements and reduces previously planned service increases. Residents rely on these lines for daily travel to schools, workplaces and recreational areas.
The SIIP 2026 process links transport decisions with the location of schools, sports facilities and green spaces. By aligning these elements, the Senate intends to reserve suitable sites before other development claims arise. This coordination affects how quickly new or upgraded facilities can open in different districts.
