The Berlin Senate urban development office approved amendments on 7 July that cap maximum building heights at six storeys in designated zones and require at least 25 percent on-site green space in new residential schemes.
The measures respond to a documented shortfall of roughly 200,000 housing units citywide, where annual completions have averaged only 15,000 since 2023, while tenant protection rules under the extended Mietendeckel continue to limit rent increases to 11 percent over three years.
Staff at the Bezirk Friedrichshain-Kreuzberg planning office will apply the new density caps to proposals along the former Osthafen site on the Spree, and the Pankow Bezirksamt will enforce stricter facade and setback standards for projects near the Panke river trail between Wollankstraße and Breite Straße.
Market figures compiled by the Senatsverwaltung show average resale prices at 5,500 euros per square metre as of June 2026, rising above 6,800 euros per square metre for new-build units in Mitte and Prenzlauer Berg.
Under the updated Bebauungspläne, structures within 300 metres of the Spree in Friedrichshain-Kreuzberg may not exceed 20 metres to the roof ridge, replacing previous allowances of 25 metres. Pankow applications must now allocate an additional 10 percent of plot area to permeable surfaces compared with 2024 standards.
Developers active on the Osthafen site have submitted revised drawings showing reduced floor counts and integrated roof gardens, while Pankow officials have scheduled public consultation meetings for 22 July at the Bezirksamt building on Breite Straße.
Project teams should submit updated plans to the relevant Bezirksamt by 25 July to secure processing under the current transitional provisions. Failure to meet the 1 August deadline will trigger full application of the stricter density and design criteria.
Local estate agents report that listings in affected Pankow streets have already seen a 4 percent price softening since the ordinance text was published last week.
