The Berlin Senate’s planning committee approved a 28-storey mixed-use tower at Leipziger Straße 5-7 on 9 July, clearing the way for 420 rental apartments and 18,000 square metres of offices three blocks from Potsdamer Platz.
The decision arrives as Mitte district faces a 14-month wait for new housing starts and developers cite rising construction costs that now average 3,800 euros per square metre. The project replaces two 1970s office blocks that stood empty since 2022 and sits inside the city’s priority development zone for the Friedrichstadt area.
Local impact on Mitte and Kreuzberg
Residents in the adjacent blocks along Friedrichstraße and the western edge of Kreuzberg will see construction fencing go up by early September. The scheme includes a ground-floor supermarket operated by Edeka and a 1,200-square-metre kindergarten financed through the city’s Kita-Bau programme. Neighbouring property owners along Mohrenstraße have already received letters about temporary road closures during the 30-month build.
City records show the site last changed hands in 2021 for 47 million euros. Current Mitte residential prices sit at 7,800 euros per square metre, up 9 per cent from the same quarter last year, while Friedrichshain-Kreuzberg averages 6,400 euros. The approved building will offer 210 units at capped rents under the city’s Wohnraumförderung programme, with the remainder leased at market rates.
Next steps for tenants and buyers
Marketing for the 210 subsidised flats opens in October through the district housing office. Private buyers can register interest from November via the developer’s site. The Senate has required the project to meet the new 2027 energy standard, adding 12 million euros in photovoltaic and heat-pump installations. Construction is scheduled to finish in the second half of 2029.
