Berlin's 924 green startups struggle as new formations plunge sharply
The city hosts 924 green startups and one in five German green tech founders, but a sharp decline in new formations and a patent gap raise concerns about the sector's direction.

Berlin is Germany's undisputed capital for green startups, hosting 924 companies in the sector and generating one in every five German green tech foundings, according to the city's business location center. The Berlin-Brandenburg region now counts approximately 6,500 clean energy technology firms, employing over 60,000 people and generating nearly €30 billion in annual turnover.
Yet beneath the headline numbers, the ecosystem is showing cracks. The share of green startups among all new startup formations in Berlin dropped from 23 percent in 2023 to just 11 percent in 2025, reflecting a national downward trend documented in the Greentech Report 2026.
That decline raises a fundamental question: Is Berlin building a durable green economy, or is it producing a wave of service-oriented startups that may struggle to scale into industrial impact?
A digital-first green scene
Berlin's green startups are not your father's cleantech companies. Instead of building hardware for solar panels or battery factories, most focus on digital services, platforms and software-as-a-service models. Only 21 percent of Berlin's green startups have filed patents, compared with a 33 percent national average, according to data from the city's startup portal.
The pattern makes sense for a city strong on software talent and weak on heavy industry. But it also means Berlin risks becoming a place where green ideas are designed, but the manufacturing, and the jobs and patents that come with it, happens elsewhere.
Around 30 scientific institutions in Berlin and Brandenburg conduct first-class research on renewable energy, battery technologies and the hydrogen economy. That research base should be a pipeline for deep-tech startups. But if founders can't or won't move from lab to production line, the city may be leaving value on the table.
Ethical questions and long-term risk
The focus on software also raises ethical questions. A platform that helps consumers offset their carbon footprint is easier to build than a company that manufactures electrolyzers for green hydrogen. But the latter is what the energy transition actually needs at scale. If Berlin's green startup scene is tilting toward lightweight solutions, it risks being a beacon of promise without delivering the structural change its climate ambitions demand.
There is also the question of regional equity. Brandenburg, the state surrounding Berlin, is one of Europe's leading regions for renewable energy expansion and system integration. But Berlin's tech ecosystem and Brandenburg's energy infrastructure don't always connect. The risk is a two-speed transition: digital services in the city, heavy lifting in the countryside, with limited cross-fertilization.
What happens next depends on whether Berlin can shift its model. The city has the research muscle, the talent pool and the investor attention. But the 2025 numbers are a warning that hype alone won't sustain a green tech ecosystem. Without more production-intensive, patent-generating startups, Berlin's green capital status could become a reputation built on services that don't match the scale of the challenge.
